The citizens’ panel is organized by the European Commission. It is an exercise in participatory democracy that will allow the citizens of Europe to express their views. The aim of the panel is to collect opinions from citizens in order to help guide the deliberations of Europe’s politicians and elected representatives.
The panel will consist of 150 citizens chosen at random from all the member states of the European Union. The European Commission has already organised similar panels, you will find more information on this website: https://citizens.ec.europa.eu/
The European Commission has indeed asked for a citizens’ panel to be held on this subject. Different organizations including us are responsible for recruiting the panel and its deliberations will be organized by the companies Ifok and Missions Publiques. All these companies are independent of the European institutions, and they are strongly committed to give citizens a voice.

The citizens’ panel will be independent. It will be free to make recommendations as it sees fit. It is also very important for the panel to bring together people with different opinions so that everyone’s voice can be heard. It is the diversity of backgrounds, experiences and opinions that makes panels like this so fruitful and important.
